As residents of the Eastside of West Hollywood, we are always pleased when the City focusses on enhancing the quality of life in our part of town. Much effort went into laying the groundwork for several mixed-use developments, which include many affordable units, now under construction or planned along La Brea Avenue. In conjunction with these projects, West Hollywood is now turning its attention to enhancing the "streetscape" along that corridor, which has long seemed more typical of Los Angeles than WeHo.

The La Brea Streetscape Master Plan of 2010 called for enhanced landscaping along sidewalks and medians, as well as decorative lighting, to make its appearance more like that of Santa Monica Blvd., especially that on the Westside. In addition, the developers of the new properties agreed to make improvements to the sidewalks. While we certainly welcome enhancements to the aesthetics of La Brea Avenue, which are sorely needed, as well as sidewalk improvements for pedestrians, we believe the current project also represents an opportunity for the city to improve the safety of all users of the street, including pedestrians, motorists and especially bicyclists.
Since the La Brea Streetscape Plan was developed, West Hollywood has recognized that increasing numbers of bicyclists are using its streets by incorporating several provisions supporting bicycling into its General Plan and Climate Action Plan. In addition, a Bicycle Task Force (BTF) was assembled in 2011 to recommend steps that could be taken to better accommodate the needs of bicyclists and to improve their interactions with pedestrians and motorists, especially with respect to safety. Among the recommendations accepted by the City Council in December, 2011 was a network of bicycle lanes which help to separate bicyclists from vehicles and pedestrians. Included in this network were bicycle lanes for La Brea Avenue, which would connect with such lanes planned by the City of Los Angeles for its portion of the Avenue.

Although the La Brea Streetscape Plan alludes to potential bike lanes, it defers action to an indeterminate later date. We however believe West Hollywood would benefit in several ways from incorporating bicycle lanes into the current La Brea Avenue Streetscape project:
• Earlier installation of bicycle facilities would avoid additional costs that usually result from delays. In addition, a separate period of construction would increase disruption to the community.
• Bicycle lanes have been shown to improve transportation conditions by separating fast and slow moving road users, reducing speeding, reducing collisions, reducing sidewalk riding, and reducing the number of cars on the road. Studies have shown that bike lanes significantly reduce collisions not only for bicyclists, but for also motorists, pedestrians, and transit.
• Bicycle lanes encourage bicyclists to use the street rather than the sidewalk, and the City's sidewalk riding ordinance in fact requires their use when present. Pedestrians also benefit from the extra space between the sidewalk and vehicle lanes.

• As discussed in West Hollywood’s Climate Action Plan, bicycling contributes to reductions in greenhouse gasses and consequently the city commits itself to “improve streets to provide better support for bikes” and “connect West Hollywood bike routes to existing and planned routes” in other cities.
• Finally, West Hollywood can again lead Los Angeles by moving forward with installation of bike lanes on La Brea Avenue. L.A. is already playing catch-up by assigning a high priority to connect to the San Vicente Blvd. bicycle lanes, and only last month installed lanes nearby on Burton Way.
As the network of bikeways in West Hollywood, Los Angeles, and yes, even Beverly Hills expands, the growth in the number of bicyclists will only increase beyond that currently observed. The large increase in the number of residents and businesses along La Brea Ave. is expected to add to this trend. Installation of bicycle lanes would in fact bring La Brea Ave. more in line with Santa Monica Blvd., where bike lanes were installed on the Westside in 2001. Then as now, these were part of a larger project that made the street more accessible to all its users. In addition to being more walkable, the improved La Brea Ave. streetscape could enhance the vision of West Hollywood as a more bikeable city.
