What do you do when your coffers are overflowing but the economy blesses you with a $3 million windfall? Well, you spend it.
Few other cities in the state are experiencing the good times enjoyed by West Hollywood, which even through the rough economic waters of the past four years has kept its strong bond rating, maintained a healthy surplus and a high level of city services.
Last week, city manager Paul Arevalo announced a “good times” bonus for the city that represents a 3.3 percent increase in revenue, which the city will put to use to backfill areas in the spending plan where the city finance department tread lightly.
That 3.3 percent growth beats by roughly 50 percent the economic growth figures for the nation since the budget plan was adopted.
The budget for fiscal year 2012-13 originally envisioned a spending plan that anticipated $88.3 million in operating revenues, $86.6 million in operating expenditures (up $5 million from 2011-2012) and $2.8 million in capital project expenditures (all funds).
Mr. Arevalo told the council last week that the mid-year budget “reflects changes in the work program or changes in the economy. This year we’re recognizing an additional $3 million in revenue as we see the economy continue to recover; we see strong growth in our hotel taxes and in our sales tax and we’re recommending an increase in those budgets by $3 million.”
In addition to that $3 million, another $700,000 grant came in from the County of Los Angeles to fund the new library.
The city plans on spending “$3.1 million in supplemental appropriations,” he said, “most of those monies had been allocated prior to the budget adjustment. Those are mainly money set aside for the Laurel Project… that was identified a couple meetings back [and is] about $1.2 million and we also have resources to put toward Prop A funds for our transit program.”
In addition to those readjustments, he said that staff is also recommending service improvements – increasing the expenditure budget in the Computer Master Plan Fund by $ 500,000 for the new permitting system; transferring $ 250,000 from reserves in the Capital Projects Debt Service Fund to the General Fund to pay, for these exterior and interior improvements to City Hall; adding a Building & Safety intern position to create and maintain a comprehensive webpage and various handouts that inform, communicate and educate the public about building codes, safety requirements, City policies and the City's Green Building Program while assisting in answering Building & Safety questions received via email and phone; filling the vacant Budget & Compensation Manager position; 20,000 to assign a PacWest security guard at the Plummer Park Community Center to patrol the community center seven days a week, from opening until close, filling a void in that service; 25,000 to upgrade the version of the Content Management System for the City's internet website; 40,000 to enhance the existing turf management program at West Hollywood Park; $ 20,000 to create seating opportunities for conversation and relaxation outside of the Library; and 30,000 for the ongoing land lease and maintenance of the Community Garden located at 1201 Detroit Street.
