As the city did a few years ago when it lost Captain Buddy Goldman to the rank of Commander and a special task within the Los Angeles County Sheriff Department, so to did it last week lose Capt. Kelley Fraser, head of the West Hollywood sheriff’s station since 2010.
Now Commander Fraser, the city’s openly-lesbian former Captain will be leaving the West Hollywood branch station soon to take a position working under recently appointed assistant sheriff for the custody division, Terri McDonald, to help clean up the troubled LA County jail system, the country’s largest.
The jail system has been plagued by many problems over the years, from overcrowded and substandard jail conditions to allegations that deputies used excessive or unnecessary force on inmates and facilitated inmate on inmate violence. The County created the Citizens’ Commission on Jail Violence to study the matter and make recommendations, 63 of which came out in a special report last September.
The most important of the moves to clean up the jail system was the stepping aside last week of undersheriff Paul Tanaka, who for years has been under the gun for allegations of misconduct and mismanagement and a central figure in federal probe into allegations that sheriff's jailers abused inmates in L.A. County jails.
Cmdr. Fraser will play a central role in righting the atmosphere of violence that pervades the jail system, and West Hollywood could not be prouder. Mayor Jeff Prang, once a special assistant to Sheriff Lee Baca, crowed, “West Hollywood has a tradition of promoting extremely talented people who moved their ways up through the ranks of the sheriff’s department.”
Former station chief Lynda Castro was promoted out of West Hollywood to the post of Equity Commander for the department, a position that called for her to oversee complaints of harassment and discrimination within the department. Former station chief Buddy Goldman was also promoted out of the West Hollywood station to take over as the department’s “budget czar,” a post that Sheriff Baca created in 2010 to address the use of overtime by deputies countywide, an issue raiser to prominence with the December, 2009 audit that showed deputies racking up huge amounts of overtime, violating county rules and possibly hindering their performance.
Mayor Prang trumpeted the fact that Commander Fraser is openly lesbian. “That an out member of the LGBT community now is in the highest ranks of the sheriff’s department is really good for West Hollywood and it’s good for LGBT people.” He told WeHo News that her sensibility toward oppression gained by unique status as gay would “go a long way to changing the culture in an institution where being gay is often as bad as being a criminal.”
Cmdr. Fraser could not say when she would depart for her new position, but city officials will begin interviewing for a replacement this week. While a vacancy exists, Cmdr. Fraser’s right hand, Lt. Cheryl Tarwater-Newman, also openly lesbian, will commend the station.
