A close vote in the Historic Preservation Commission meeting gave historic protection to two of the three craftsman homes on Palm Avenue that had been targeted for demolition and development of a four-story apartment complex last Monday.
The two homes, at 927 and 931 Palm Ave., are part of a three-lot grouping owned by Wehoan David Vayner, who wants to demolish what he calls the “ugly” houses and replace them with 24 “new, nice” apartment units.

The three houses at issue, at 925, 927 and 931 Palm Ave. are old (one is of 1902 and another 1912 provenance), but not included as part of the Craftsman District the city set aside in 1993 (and updated ten years ago) to protect the historic examples from demolition.
Palm Ave. neighbors Kate Eggert and Krisy Gosney, who also live in a Craftsman home, did extensive research into the homes and nominated the three homes for designation as Historic Cultural Resources. City staff recommended a denial in the first public hearing two weeks prior, determining that alterations to some of the homes over the years and the lack of enough similar Craftsman style bungalows in the area to create a viable grouping negate historic status. But the commission wanted to give the issue some more thought and brought it back at their last meeting.
At a full house, both sides provided testimony on the benefits of protection and of demolition. But despite the landowner’s and staff’s desire to see the 111 year old homes demolished, both ended up allowing that the homes qualified for protection under official criteria of historic structures.

That criterion is “4D” according to the OHP (California State Office of Historic Preservation). 4D means the properties are “potentially eligible for National Register as a contributing property.
Ms. Eggert told WeHo News in the aftermath of the vote, “Over a hundred years ago (after these houses were built), the Town of Sherman was given the nickname “The Queen of the Foothills.” Looking back to those times, one can see how a city like West Hollywood evolved. The old Town of Sherman is more than just the railroad, there’s a wonderful and weird history here and personally, we would love to bring attention to it.”
She went on to say that the addition to the list of protected homes would help to underscore the importance of the city’s historic nature even amidst a number of tall, even overbearing, apartment buildings.
“Palm Avenue sees a lot of foot traffic every day of the week- from residents and visitors to tourists and professionals going from Sunset Blvd to Santa Monica Blvd and back. So there are a lot of people who are familiar with these homes. Getting 927 and 931 Palm Avenue onto the National Register as contributing properties would look good for West Hollywood."

“We are long-time residents of Palm Avenue so we’re aware of the large apartment buildings on our street. But, what people often don’t realize is that there are also 5 Sherman-era single family homes along Palm Ave, 3 single-family homes from the 1920s and 1 single-family home from the 1930s. (Also the Craftsman District starts at the North end of Palm Avenue.) Palm Ave is part of the original sub-division mapped out by Moses Sherman himself (along with Eli Cark).
Mr. Vayner has not said yet whether he will appeal the decision to the City Council, but Ms. Eggert and Ms. Gosney say they are prepared for that eventuality.
