Holiday parties are supposed to be relaxed, joyous affairs, right?
Not in politics, apparently.

Sunday’s West Hollywood Beverly Hills Democratic Club’s holiday party turned bitter when the one piece of business on the agenda – the question of whether or not to endorse Measure C, the term limits ballot measure in the upcoming West Hollywood municipal election – failed to go the way its proponents wanted it to.
The club, which has made no secret of its disdain for the measure, voted overwhelmingly not to endorse by a vote of 36-4.
However, more than a few members abstained from the vote, citing different reasons including a lack of knowledge about the measure and a failure by the club to fully apprise them of the meeting’s agenda.
The proponents of term limits castigated the club for what campaign chair Lauren Meister called “voter suppression.”
She told WeHo News that Wehoans such as her sister who had joined the club in November and wanted to weigh in on the club’s endorsement of the measure were not allowed to vote because they had not been members for the required 25 days.
Additionally, she said, no formal notice of the agenda item came out prior to the party/meeting, giving no chance for the membership to weigh the pros and cons of the issue.
She presented WeHo News with a party invitation dated November 20 that a “brief meeting for some business items and endorsements, details to follow,” would occur this past weekend.

No details, however, followed.

“In previous meetings’ notices they gave all the information,” she said. “I believe that they wanted to get this vote done before January because there would be a number of new members who were not qualified to vote at this meeting or who just didn’t go because they thought it was just a holiday party and not a meeting.”
She said that, “if they really wanted to be inclusive, they would have done this endorsement for Measure C at the January meeting. It wasn’t like they were under the gun, like it was February 9.”
Ms. Meister noted that during the last municipal election season, the club did discuss and determine endorsements for both cities in one meeting. “We did all those parking measures for Beverly Hills and all of the candidate endorsements for both cities in 2011,” she said.
WeHo/Bev Hills Dem Club President Lillian Raffel told WeHo News that the reason no details followed was that there were no “official” details to offer up in the ensuing three weeks.
At the time the invitations were made up, there was a possibility of three items being heard during the holiday party, a Beverly Hill ballot measure, a race for Beverly Hills Treasurer and the WeHo term limits item.
None of those, she said, were set in cement at the time the invitations went out. “”The Beverly Hills measure had not gone before the council, so they hadn’t decided whether to put it on the ballot [they did not] and we were trying to determine whether the person running for treasurer was a Democrat and still had not found out [he is of the GOP persuasion].”
That left the only item of business as the WeHo term limits item.
Ms. Raffel said that not alerting the members to the limited agenda was well within the club’s rules and practices.
She checked with the club parliamentarian to find out that the invitation “was a legal notice in terms of our bylaws.”
“If they wanted to know what items we would discuss, they could have just called to find out,” she said.
She said that the club wanted to get the minor items out of the way early because the January meeting promised to be a long slog.
At that meeting the club will hear from each candidate in five total council races – two in West Hollywood and three in Beverly Hills, not to mention races for school board and community college seats.
“That’s a lot of candidates to hear,” said Ms. Raffel. “Last time we did this in one night it grew late, the air conditioning went out and people were hot and we had a very rushed outcome.”
Term limits proponents, citing “institutional impediments to change” want to limit terms on the city council to 12 years.
The period would not be retroactive, meaning that incumbents would have another 12 years in power, given term limits proponents’ assertion that they have a virtual lock on their seats.
