Remodeling the Werle Building?

On the agenda tonight for the West Hollywood City Council meeting is an item that might end up expanding the public space available on the upper floor of the Werle Building, bringing it into compliance with the Americans with Disabilities Act and current building codes.


West Hollywood, which owns the Werle Building at Robertson Blvd. and El Tovar, will authorize a study to determine costs to renovate the structure's upper floor.

Located at 626 N. Robertson Blvd. (at El Tovar), the building is a two-story structure owned by the City.

The first floor is compliant with the Americans with Disabilities Act (ADA), and has been used for public meetings and events for many years.

Since July 2003, a portion of the first floor has been used by the West Hollywood Drug and Alcohol Center for 12-Step meetings.

The item on the agenda will direct City Staff to proceed with an architectural seeping and schematic design phase including the various options for making the second floor of the Werle Building compatible with the Americans with Disabilities Act and current building codes, and return to City Council within 90 days with recommendations and associated costs.

In addition, the item will direct City Staff to meet with the current non-profit organizations (Mazer and ONE Archives) occupying the Werle Building, with regard to the best allocation of space on the second floor, and return to City Council with options for use and programming and authorize the Director of Finance to allocate an additional $10,000 in funding from undesignated reserves for the completion of an architectural seeping and schematic design phase for the project.

The initial assessment suggests that increasing public access to the second floor would require extensive improvements, including electrical upgrades, an elevator, accessible restrooms, accessible stairs/ramps, and other items required for public use and access.

Staff is recommending that a scoping and schematic design phase be entered into to fully analyze the impacts and evaluate the costs associated with increased public use of the second floor.

Once completed, staff will return to the City Council for consideration of moving forward with design documents.
