WeHo’s Fickett library demolished

Contractors working for the city tore down West Hollywood’s Fickett library Tuesday, a move that disappointed and angered the historic preservation activists bent on preserving the structure.

Although the city provided no advance notice of a demolition date, the city manager, Paul Arevalo, decreed the idea of preserving the library as a cultural resource settled in an August council meeting, the last time the activists came out in force.

“The building is slated for demolition,” he said. “We’ve already approved the project; we’ve funded the project and it will move ahead.”

He noted that eight years ago the city did an environmental impact review that assessed the building’s historicity and “at that point, it was decided that, as a part of the park master plan, wewould move in that direction.”

The activists who opposed the building’s demolition had hoped to piggyback onto a Fickett revival in West Hollywood that entailed a recent staff survey of historic properties that unearthed several deserving Fickett-designed buildings that planning staff has brought forward as deserving protection – although the 1960 Fickett library was not included in that survey.

According to Heavenly Wilson, a former city council candidate and historic preservationist, “Edward H. Fickett was the epitome, the soul and heart of everything that inspired the creation of the city of West Hollywood.

“He was a man of the people, an architect who believed that ordinary people should be the focus and raison d'etre of public architecture, that city planning should be directed to meeting the needs of the community and that public spaces should not be used to erect monuments to personal ego.”

Steve Ward, a member of the LA Conservancy's Volunteer Modern Committee, has taken up the call to save the library, saying, "It is a major let-down to myself and to all the others who were supporting the efforts of adapting the Fickett library for alternative usage."

He expressed some bitterness that "the City slipp[ed] this demolition into their Master Plan without proper insight into their development of the New West Hollywood Park."

Adding insult to injury, he said, "The City Manager did not have the nerve to call Mrs. Fickett directly to let her know the City had decided to move forward with the demolition of the library.  It was decided by City Manager and approval was given by County Supervisor Zev Yaroslavsky to move forward with the proposed demolition."

He charged that "both County and City were feeling the heat of the lawsuit and knew they were up against a group of individuals who meant business in saving the library," causing them to do it on the sly.

One media report placed the demolition on Monday, suggesting that the Monday/Tuesday street closure of San Vicente Boulevard between Santa Monica Boulevard and Melrose Avenue – the only 24 hour closure coinciding with President Obama’s WeHo visit – was timed to keep residents’ prying eyes from discovering the demolition.

Saying “Don’t believe everything you read in the paper,” Joan English, the city’s Assistant City Manager and project coordinator for the 25th Anniversary Capital Project, refuted that report.

“The demolition happened on Tuesday,” she said, before pointing out that closing San Vicente Boulevard “had nothing to do with the demolition; it was a public safety closure,” tied to the president’s visit.

As to the media assertions that no public notice for the demolition phase of the project had been issued, Ms. English said that the city “does not give advance notice of phases of construction.”

“The council voted to move forward with this phase September 6,” she said. “The contractor then mobilized, and made arrangements to remove the hazardous material out of the library and proceed with the demolition.”
